Expresses the sense of the House of Representatives that the President should: (1) continue to pursue multilateral initiatives aimed at removing all foreign troops and military advisors from Angola; and (2) assist the achievement of national reconciliation and independence in Namibia by urging all parties expected to take part in elections to meet and approve a Constitution which embodies a Bill of Rights and guarantees democratic principles in a multiparty system.
