Summary
Adds rule LIII to the Rules of the House of Representatives to provide that each Member of the House leadership, chairperson or ranking minority member of a full committee or subcommittee, and member of a conference committee, before using such position to unduly benefit that or any other Member's congressional district, should disclose the proposed action so as to provide the House, or in the case of a committee or subcommittee chairperson or ranking minority member, that committee or subcommittee, a reasonable opportunity to consider and debate the merits of the proposed action.
