Summary
Revises rule XI of the Rules of the House of Representatives to require that each committee keep a complete record of all committee action which shall be made available to the public. Provides that such record shall include a record of every vote on any question. Exempts from the requirement of public disclosure information the disclosure of which the committee determines would endanger the national security or would violate any law or rule of the House of Representatives.
