Summary

Waives, with respect to certain budget and appropriations resolutions reported from the Committee on Rules on September 30, 1990, provisions of rule XI of the Rules of the House of Representatives that require a two-thirds vote to consider a report from the Committee on Rules on the same day it is presented to the House. Waives the provisions for the consideration or disposition of: (1) a concurrent resolution on the budget (including an amendment or conference report); and (2) a joint resolution making continuing appropriations for FY 1991 (including an amendment or conference report). Authorizes the Speaker of the House to declare recesses on September 30, 1990, and October 1, 1990.
