Requires the Committee on House Administration to investigate contested election results if a candidate deposits $5,000 with the Clerk of the House of Representatives for expenses incurred in conducting a recount. Provides for a full refund of such amount if the committee determines that such recount alters the result of the election. Refunds any remaining amounts, after expenses, if a recount does not alter election results.
