Summary
Adopts the Rules of the House of Representatives of the 100th Congress, after amendments, as the Rules of the House of Representatives for the 101st Congress. Amends rule I of the Rules of the 100th Congress to authorize the Speaker of the House to postpone votes for up to two legislative days on the question of agreeing to motions to instruct conferees that are made after a conference has been meeting for 20 calendar days without issuing a report. Requires televised broadcasts of House proceedings to be closed captioned for hearing-impaired individuals. Establishes the Office of the Historian of the House of Representatives. Amends rule X to revise previous service requirements for the ranking minority Member of the Committee on the Budget. Amends rule XI to require each committee to include in its rules standards for availability of committee records delivered to the Archivist under rule XXXVI. Prohibits a committee from sitting during a joint session of the House and Senate or during a recess when a joint meeting is in progress. Authorizes the Committee on House Administration to report at any time on matters relating to preservation and availability of noncurrent records of the House under rule XXXVI. Amends rule XIV to allow debate to include factual descriptions of Senate actions on a measure under debate in the House. Amends rule XV to grant the Speaker additional discretion with respect to certain rollcall votes. Amends rule XXVIII to change procedures with respect to time alloted for debate on motions to instruct House conferees. Amends rule XXXVI to revise its provisions concerning the preservation of noncurrent records of the House. Amends rule XLVIII to increase the membership of the Permanent Select Committee on Intelligence.
