No amendmetn to said substitute shall be in order except the amendments printed in the report of the Committee on Rules accompanying this resolution, to be considered in the order and manner and for the time specified in the report. Said amendments shall not be subject to amendment except as specified in the report. All points of order against the amendments shall be waived.
