Rule provides for consideration of H.R. 4939 with 2 hours 0 of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. Measure will be read by section. Specified amendments are in order. It shall be in order to consider an amendment in the nature of a substitute now recommended by the Committee on Ways and Means now printed in the bill as an original bill for the purpose of amendmtn. No amendmetn to said substitute shall be in order except the amendments printed in the report of the Committee on Rules accompanying this resolution, to be considered in the order and manner and for the time specified in the report. Said amendments shall not be subject to amendment except as specified in the report. All points of order against the amendments shall be waived.
