    Reported

POINT OF ORDER RAISED - Mr. Michel stated that because H. Res. 509 was reported from the Rules Committee without a provision to recommit with instructions, the Rules of the House were being contravened in that an examination of the applicable Rules would show that the rights of the minority to offer such motions are implicitly and explicitly protected at all times. The Chair overruled the point of order.
