    Rule provides for consideration of H.R. 5517. All points of order against consideration of the bill for failure to comply with the provisions of clause 7 of rule XXI are waived. During consideration of the bill, all points of order against provisions in the bill for failure to comply with clause 2 of rule XXI are waived. Measure will be read by paragraph. Bill is open to amendments. Points of order under clause 2 of rule XXI against the amendment printed in the report of the Committee on Rules accompanying this resolution are waived. Such amendment and any amendments thereto shall be debatable for the time specified in the report, equally divided and controlled.
