Summary

Waives, with respect to certain budget and appropriations resolutions reported from the Committee on Rules on or before October 21, 1990, provisions of rule XI of the Rules of the House of Representatives that require a two-thirds vote to consider a report from such committee on the same day it is presented to the House. Waives the provisions for the considertion or disposition of: (1) a reconciliation bill for FY 1991 (including an amendment or conference report); (2) a joint resolution making continuing appropriations for FY 1991 (including an amendment or conference report); or (3) a bill to extend the temporary increase in the public debt limit (including an amendment or conference report). Makes it in order at any time through such date, to consider conference reports on any general appropriation bill on the same day reported or any day thereafter if copies, together with the text of any amendment reported, have been available to Members for at least two hours before the beginning of such consideration.
