Summary
Expresses the sense of the House of Representatives that: (1) the Administrator of the Rural Electrification Administration should establish guidelines which will assure that Federal agencies will consider the needs of rural areas in connection with establishing policies which affect the financial requirements of rural telephone service; and (2) the Federal agencies should comply with such guidelines and should consult with the Administrator and certain State agencies when granting loans, prescribing rules, and establishing policies which affect the financial requirements of rural telephone service.
