Summary

Revises rule XXVIII of the Rules of the House of Representatives to provide for per diem pay to witnesses, appearing before the House or any of its committee, equal to the rate established for Members and employees of the House. Provides that such witnesses shall be paid travel expenses equal to the actual expenses of travel in coming to or going from the place of examination.
