Summary
Amends rule XI of the Rules of the House of Representatives to provide that committee funds shall not be used for travel unless its official nature is established by a specific travel resolution approved by majority vote of the committee involved. Requires such vote to be taken by a rollcall vote of the committee in public session. Gives the committee chairman, under an emergency, the power to approve travel proposals. Requires a complete travel report to be filed with the pertinent committee within ten working days of the completed travel. Defines the contents of such report. Requires that each committee keep on file and available for public inspection all approved travel resolutions and reports.
