Expresses the sense of the House of Representatives that the President should: (1) urge the United Nations Security Council to convene to address the violence occurring in Yugoslavia; and (2) take action equal to that taken in freeing Kuwait to ensure democracy for the people of Bosnia-Herzegovina, if a lasting ceasefire cannot be enforced.
