Summary

Amends rule XI of the Rules of the House of Representatives to prohibit the Committee on Rules from reporting any rule or order providing for the consideration of any bill or resolution that precludes the offering of any otherwise permissible amendment if, before the commencement of the meeting to consider such rule or order, the committee has received a letter signed by the Member proposing to offer the amendment that recites the names of at least 20 percent of the majority and minority party memberships of the House in support of that Member's offering of the amendment (accompanied by a written copy of the amendment).
