Summary
Expresses the support of the House of Representatives for the President and the Office of National Drug Control Policy in the goal to reduce drug use in America by 10 percent during the next two years and 25 percent during the next five years. Calls on Americans to reduce illegal drug use by talking to children about the dangers and consequences of using illegal drugs. Calls on the President and other specified officials to effectively implement the 2002 National Drug Control Strategy and to work to improve coordination among various actors, including the different levels of government, to reduce the demand in the United States for the international supply of drugs. Expresses the sense of the House of Representatives that narcotics control is an integral part of homeland security and should be a priority mission for any new Department of Homeland Security. Reaffirms the sense of the House of Representatives against any use of narcotic and other drugs in a manner inconsistent with the Controlled Substances Act.
