Summary

Amends rule XXI of the Rules of the House of Representatives to require a three-fifths majority vote to agree to any bill, joint resolution, amendment, or conference report that increases revenues. Amends rule XLIX to require such vote on any concurrent resolution that increases or decreases the statutory limit on the public debt. Amends rule XI to prohibit the Committee on Rules from reporting any rule or order which would waive the requirements of this Act.
