Waives provisions of Rule XIII of the Rules of the House of Representatives that require a two- thirds vote to consider a report from the Committee on Rules on the same day it is presented to the House with respect to any resolution on the legislative day of October 2, 2000, providing for consideration or disposition of a conference report (or any amendment in disagreement) on H.R. 4578 (making appropriations to the Department of the Interior and related agencies for FY 2001).
