Summary
Amends the Rules of the House of Representatives to require the Committee on Standards of Official Conduct to recommend such action as the Committee deems appropriate whenever such Committee investigates any alleged violation of the Code of Official Conduct or any other law, regulation, or code of conduct. States that if the Committee fails to undertake an investigation of a complaint transmitted by a Member, or of a resolution of censure, expulsion, or other punishment which has been referred to the Committee, it shall be in order in the House of Representatives as a matter of high privilege to proceed to the consideration of a resolution authorizing and directing the Committee to undertake an investigation of the matter.
