Summary
Provides that a Committee of Managers consisting of ten members of the House shall be appointed by the Speaker to go to the Senate and, in the name of the House of Representatives and of all the American people, impeach Richard M. Nixon of high crimes and misdemeanors. Sets forth articles in support of impeachment, including the following: (1) that Richard M. Nixon has violated the first and fourth amendment rights of citizens of the United States by establishing within the White House a personal secret police, which engaged in criminal acts including burglaries, wiretaps, electronic surveillance, and perjury; (2) that Richard M. Nixon knowingly participated in the obstruction of justice by offering a high Federal post to the presiding judge during the Ellsburg-Russo trial; and (3) that Richard M. Nixon ordered the dismantling of the Office of Economic Opportunity despite duly enacted statutory authority extending this office until June 30, 1974.
