Summary

Authorizes the voluntary withholding of State and District of Columbia income taxes in the case of Members of the House of Representatives and legislative employees of the House and employees of the Architect of the Capitol and the U.S. Botantic Garden pursuant to agreements subject to review by the Committee on House Administration by the Committee on House Administration of the House of Representatives. Specifies administrative restrictions upon the filing of such requests. Provides that nothing in this Act shall be deemed to consent to the application of any provisions of law which has the effect of subjecting the United States or the House of Representatives to any penalty or liability by reason of the provisions of this Act.
