Amends rule XXIII of the Rules of the House of Representatives to prohibit the consideration, in the Committee of the Whole House, of any amendment to any bill or joint resolution reported from the Committee on Appropriations, making appropriations, unless the amendment is printed in the Congressional Record at least two days prior to its consideration, and at least 25 copies are available to the Clerk before such amendment is offered for distribution to Members.
