Summary

Provides that it is the sense of the Congress that all individuals and industries in the United States holding patents which, if utilized, could result in energy savings, should forward copies of such patents to the House Interior Committee for study and evaluation, and that, once the evaluation has been completed, if a patent is put into use, the holder of that patent should be reimbursed for it in full.
