Summary

Creates a nine member select committee in the House of Representatives to conduct a full and complete investigation and study of all denials of basic human rights in Southeast Asia by Communist forces against civilians, military personnel, police, and others. Authorizes the committee to hold hearings and issue subpenas as necessary to carry out the provisions of this Act. Requires the committee to report to the House the results of its investigation, together with such recommendations as it deems advisable.
