Summary

Amends the Rules of the House of Representatives to add rule XLIX requiring any Member engaging in foreign travel by airplane to travel by commercial airplane. Stipulates that any Member desiring to sue a private or military airplane shall submit a request to the appropriate committee chairman. Restricts the kinds of local transportation which may be provided to House members by any United States Embassy or consulate. Establishes a reporting and reimbursement system for expenses incurred by Federal departments or agencies resulting from foreign travel by House Members or employees.
