Summary

Amends the Rules of the House of Representatives to require Members to provide specific information on House votes in their postal patron newsletters in order for such newsletters to be frankable. Directs that such information: (1) describe at least four recorded votes taken during the eight-month period preceding the mailing of the newsletter; (2) describe the question on which the vote was taken; and (3) give the result of the voting and whether the Member voted yea or nay. Stipulates that such requirement does not apply to usual congressional questionnaires or notices of a Member's itinerary.
