Summary

Establishes an independent Office of Congressional Ethics in the House of Representatives. Amends Rule XXVI (Financial Disclosure) of the Rules of the House to require members of the board of the Office of Congressional Ethics to file annual financial disclosure reports with the Clerk of the House. Amends Rule XI (Procedures of Committees and Unfinished Business) to permit the Committee on Standards of Official Conduct to undertake an investigation upon receipt of a report regarding a referral from the Office of Congressional Ethics. Sets forth provisions concerning the public disclosure of board findings.
