Summary
Creates a Select Committee on Nuclear Proliferation and Nuclear Export Policy. Authorizes the committee to conduct an investigation, including: (1) the threat of nuclear proliferation; (2) present United States policy concerning the transfer of nuclear technology to other nations; (3) the decisionmaking process within the executive branch with regard to nuclear proliferation; and (4) what Congress' role in affecting these policies should be together with recommendations for legislative action. Authorizes the 13 member committee to hold hearings and issue subpenas. Requires the committee to report to the House as soon as practicable during the present Congress the results of its investigation and study.
