Declares that the periods for ratification have lapsed for four proposed amendments to the Constitution relating to: (1) the size of the House of Representatives; (2) the acceptance of titles of nobility from foreign governments; (3) the protection of slavery from abolition by the Constitution and the Congress; and (4) the regulation of child labor.
