Summary

States that the Congress supports the Chilean people in their efforts to end the military dictatorship and restore democratic institutions and human rights in Chile. Provides that until Chile returns to democracy the United States should: (1) deny all military and economic assistance, including guarantees and loans from the Export-Import Bank and the Commodity Credit Corporation; and (2) oppose all loans and grants to Chile by the Inter-American Development Bank, the International Bank for Reconstruction and Development, and the International Development Association, unless such assistance is directed to programs which serve the basic human needs of the people.
