Summary

Declares that the President should: (1) continue to abide by the Anti-Ballistic Missile (ABM) Treaty with the Soviet Union; (2) pursue questions about compliance with the ABM Treaty through diplomatic channels; (3) undertake negotiations to strengthen and clarify the ABM treaty and resolve differences of interpretation regarding the Treaty; (4) obtain congressional approval before taking any actions that would be inconsistent with U.S. obligations under the ABM Treaty; and (5) report to the Congress on the status of programs which affect U.S. obligations under the ABM Treaty.
