Declares that: (1) the President shall withdraw his request for authority to forgive the military assistance debts owed to the United States by the Egyptian Government; (2) if the President fails to withdraw that request, the Congress should reject it; (3) the President should seek the assistance of other countries in providing debt relief for Egypt; and (4) the President should develop a plan for the sharing of the costs and responsibilities of checking Iraq's aggression.
