Urges the President to propose to the Soviet Union that the United States and the Soviet Union should, during U.S.-Soviet negotiations to limit or reduce land-based strategic nuclear missiles, establish a mutual moratorium on: (1) the deployment of additional such missiles; and (2) the testing (underground, on the sea, in the atmosphere, or in space) of any strategic nuclear warheads.
