Summary
Congratulates President Levon Ter-Petrosian for becoming the first democratically elected president of the independent Republic of Armenia. Commends the Armenian people for successfully executing Armenia's first free, fair, and democratic presidential election. Encourages them to continue their course towards democracy and free-market economics. Urges the President of the United States to: (1) recognize Armenia's declaration of independence; (2) extend full diplomatic recognition to the independent Republic of Armenia; and (3) support its application to join international organizations, including the United Nations and the Conference on Security and Cooperation in Europe.
