Expresses the sense of the Congress that the question of the proper role of gold in the International Monetary System and the question of the level of foreign assistance to developing nations are separate issues. States that it is not the function of the Fund to act as a development agency. Provides that it shall be the position of the United States that all gold released by the Fund should be restored at the official price to the member nations of the Fund.
