Expresses the sense of the Congress that: (1) formal diplomatic recognition of the State of Israel by the Arab nations of the Middle East should occur without condition; and (2) the President should withhold the submission to the Congress of any proposed sale of offensive military weaponry under the Arms Export Control Act (other than weaponry that may be required under emergency conditions) to any such nation until such nation establishes diplomatic relations with Israel.
