Summary
Declares that the United States: (1) will refrain from any action which undermines the sovereignty, territorial integrity, political independence, or unity of Bosnia and Herzegovina; and (2) will not recognize the incorporation of any of the territory of Bosnia and Herzegovina into that of any neighboring state nor the creation of any new state or states within its borders resulting from the threat or use of force, coercion, or any other means inconsistent with international law.
