Summary
Amends rule V of the Standing Rules of the Senate to require one week's notice in writing specifying the exact nature of a proposed change in the rules, or of a motion to suspend or modify a rule. (Currently, one day's notice is required.) Requires majority approval by the Senate to waive such requirement.
