Summary
Prohibits the President's use of U.S. ground forces in Bosnia-Hercegovina unless: (1) the Congress authorizes such use in advance; or (2) the deployment of U.S. ground forces is vital to American national security, there is insufficient time to seek and receive congressional authorization, and the President reports to Congress no later than 48 hours after the initiation of the deployment.
