Authorizes: (1) Jack Blum, a former employee of the Senate Committee on Foreign Relations, to testify in the case of First American Corp., et al. v. Sheikh Zayed Bin Sultan Al-Nahyan, et al., except concerning matters for which a privilege should be asserted; (2) the chairman and ranking minority member of the Committee to produce Committee records relating to the investigation of the Subcommittee on Terrorism, Narcotics, and International Operations into the Bank of Credit and Commerce, International; and (3) the Senate Legal Counsel to represent Jack Blum and any present or former Member of employee of the Senate in connection with such case.
