Summary
Amends rule XXVI of the Standing Rules of the Senate to require each committee report on a bill or joint resolution to contain an evaluation of the impact, including budgetary impact, such bill or joint resolution would have on the family. Describes the criteria to be included in such evaluation. Allows the report, in lieu of such evaluation, to contain a statement of the reasons why such an evaluation is impracticable.
