Summary

Directs the Committee on Rules and Administration to prepare a comprehensive codification and revision of the Standing Rules of the Senate which will: (1) provide for orderly arrangement of the standing rules; (2) incorporate rules of the Senate which should be part of the standing rules; and (3) omit provisions which are no longer applicable to the procedures of the Senate. States that no substantive change shall be made in the rules.
