Summary
Amends rule XV of the Standing Rules of the Senate to allow a motion during the consideration of a bill or resolution that no amendment (other than committee amendments ) which is not germane shall be in order. Sets forth rules of procedure for floor voting and decisions by the Presiding Officer with respect to germaneness of amendments.
