Amends Senate Resolution 338, 88th Congress, to require the Select Committee on Ethics to hold hearings in any investigation conducted in any case involving a complaint against a Member in which the Committee determines that there is substantial credible evidence which provides substantial cause to conclude that a violation within the Committee's jurisdiction has occurred. Requires a recorded majority vote of the members of the Committee before such hearing requirement may be waived.
