Summary
Amends S.Res. 294, 96th Congress, to exempt from the prohibition on the use of reimbursements and payments from the contingent fund of the Senate for specified items (thus allowing reimbursements and payments from such fund for) copies of the books "A Young Person's Guide to the United States Capitol" and "Exploring Capitol Hill: A Kid's Guide to the U.S. Capitol and Congress", both published by the U.S. Capitol Historical Society. Deems such guides to be Federal publications which may be mailed under the frank.
