Summary

Prohibits a Senator from offering an amendment to any measure if 15 or more minutes have passed since the disposition of an amendment to, or conclusion of debate on, such measure. Requires the Chair, after the expiration of such time period, to direct the Clerk to read any pending bill or joint resolution for the third time (or, in the case of a simple or concurrent resolution, declare such resolution no longer amendable).
