Declares that the Senate: (1) expresses its sympathies to the people of Nantou and Taichung and all of Taiwan for the tragic losses suffered as a result of the September 21, 1999 earthquake; (2) expresses its support for the people of Taiwan and for disaster assistance being provided by the United States Agency for International Development and other relief agencies; and (3) recognizes and encourages the important assistance that could be provided by foreign countries.
