Authorizes Jack Blum (a former special counsel to the Senate Committee on Foreign Relations) to testify to Federal and State officials about information obtained by the Subcommittee on Terrorism, Narcotics and International Operations, during its investigation, relating to the Bank of Credit and Commerce International and other financial institutions. Authorizes the Senate Legal Counsel to represent him with respect to such testimony.
