Summary

Expresses the sense of the Senate that: (1) the United States oppose any qualifications or limitations proposed by the Association of Southeast Asian Nations on first asylum rights to political refugees from Vietnam; (2) the President initiate efforts to designate a temporary holding center for Vietnamese refugees unwilling to return to Vietnam; and (3) the President secure agreement of international parties that occupants of the holding center will not have to return to Vietnam until Vietnamese political conditions improve to the extent that they will not be persecuted or they voluntarily go back to their homeland. Authorizes the printing of additional copies of "Organized Crime: 25 Years After Valachi," a hearing held by the Permanent Subcommittee on Investigations of the Committee on Governmental Affairs during the 100th Congress.
