Summary
Provides that no Senator shall be eligible to serve as a member of any committee of the Senate, or of a joint committee of Congress, if he has served as a member of that committee at any time in any eight of the twelve calendar years preceding that calendar year. States that calendar years before 1975 shall not be taken into account for purposes of this resolution.
